The REF has been postponed for a year - and won't come in until 2014 (er, if at all). I'm not sure what this means for those of us job-hunting, but it's got to provide a bit of breathing space! It seems that the controversy is around measures of "impact".

Right now I think I'm more concerned about what the CSR is going to result in...with cuts between 25 and 40% I think this could be extremely bad news for research jobs...

I have to agree with Sarah. On the other hand, if the pressure of the REF is off (for now), it might free up PIs to spend a bit more time writing grant applications, which may just mean a wider spread of researcher job opportunities in the next year or so. That'll be quite timely for me, with a contract rapidly approaching its finish...
