I'm at an early stage and my thesis questions seem to be a moving target!

Shailesh Appukuttan: Sounds like you are on the right track. It shows that you are learning from your wider reading. Having said that it is quite normal to feel difficult to let ideas and research questions go as they all would seem important. So pick one or two that are answerable within the scope of the fixed time nature and format of a PhD. Save and pursue the rest as future publications, journal articles, book chapters, conference presentations, or your own blog. So for example if the question is clear and answerable from the data you are able to collect within the time you have, it would be wise to choose that.
